    Télen istállóban és karámban tartott több mint 5000 állat alomszükségletének biztosításához alapvető fontosságú, hogy a legalább a tél beálltáig megfelelő mennyiségű és minőségű, idei takarmány, alomszalma és kukoricaszár álljon az ajánlatkérő rendelkezésére.
    
    Minthogy a fenti termények jelentős része csak ősszel kerül levágásra, így korábban nem lehetett az eljárást kiírni, viszont az eljárás időigénye miatt csak a gyorsított nyílt közbeszerzési eljárás által biztosítható, hogy a fenti célokat az ajánlatkérő elérje, s a tél beálltáig a termékek egy része beszállításra kerüljön a biztosított részszállítások nyomán.
    
    A fent leírtak kivételesen indokolt és sürgős esetnek minősülnek.
